The City Assessor's Office is responsible for determining tax value for real and personal property, collecting and analyzing information on sale transactions, and assessing new residential, commercial, and industrial projects. The office maintains records of current ownership, assessed & taxable values, housing characteristics, and market data. The Assessor's Office is committed to assisting the pubic with information pertaining to property record cards, location of property, maps, taxes, millage rates, sales, etc.

Assessing Department Forms & Applications
The following forms may be obtained at the City Assessor's Office:

Property Transfers

In the year following a transfer of property the taxable value of the property uncaps and matches the new state equalized/assessed value of the property. This action can result in changes in the annual property taxes. A Property Transfer Affidavit (Form L-4260) must be filed within 45 days of a transfer or a penalty can be imposed.


Homestead Status Changes

Homestead properties receive beneficial tax treatment because they do not pay school operating taxes. A property must be owned and occupied as a principal residence to qualify as a homestead property. A request for homestead exemption must be filed on the Homestead Exemption Affidavit (Form 2368).


Land Division Applications

Land splits must be approved by the Assessor’s Office to ensure the split does not violate zoning requirements and the Sub-Division Control Ordinance.


Personal Property Statements

Each business must file this form annually. The Assessor’s Office determines the Assessed Value based on the State Tax Commission Depreciation Schedules.


Industrial Facilities Exemption Application

Industrial businesses can apply for tax abatement on new buildings, additions, rehabilitation, and personal property.
